The Abu Dhabi residential property market is still sluggish as apartment rents continue to fall and sales levels remain low, according to the latest real estate data.

Rents in Abu Dhabi fell by 6% in the third quarter of 2011 although the rate of decline slowed compared to previous quarters, the quarterly real estate monitor from Asteco shows. Rental values had fallen by 8% and 9% in the previous two quarters.

Villa rental rates were relatively static for the second consecutive quarter although villas in off island locations such as Mohamed Bin Zayed City and Khalifa City continued to slide by 5% on average.

In terms of sales, the market was still characterised by low sales volumes but the level of sales enquiries increased amid the delivery of completed projects.

"Jadi, warga yang sedang menjalani tahanan, baik itu perempuan maupun lelaki, yang telah menikah bisa memanfaatkan kamar seks tersebut untuk menyalurkan hasrat biologisnya," katanya di Medan, Rabu (27/4/2011), diminta komentarnya mengenai wacana dibangunnya kamar biologis.

Kapolresta Medan Kombes Pol Tagam Sinaga menyatakan, pihaknya akan membangun kamar seks yang diberi nama "kamar biologis" untuk para tahanan. Tujuan bangunan tersebut, menurut dia, untuk tahanan lelaki maupun perempuan yang berhasrat untuk melakukan hubungan biologis.

Kamar seks itu juga dilengkapi TV dan dijaga petugas sehingga tidak terjadi penyalahgunaan. Tahanan yang akan menggunakan kamar seks tersebut tentunya juga akan diminta buku nikah maupun kartu keluarga yang nanti akan dicocokkan dengan identitas mereka. "Jadi warga yang ditahan di Polresta Medan tidak akan terganggu hubungan biologis mereka," kata Tagam.

Menurut Prof Badaruddin, pembangunan kamar seks di Polresta Medan adalah suatu tereboson yang sangat baik, mengingat tahanan tersebut juga ada yang telah mempunyai istri maupun suami.

"Jadi dengan adanya kamar khusus digunakan untuk melaksanakan hubungan biologis itu, tentunya para tahanan tersebut tetap merasa tenang dan tidak berpikir yang macam-macam," ujarnya.

Pembangunan kamar seks tersebut adalah hal sangat penting dan untuk keperluan para tahanan," kata Guru Besar Fakultas Ilmu Sosial dan Ilmu Politik (FISIP) Universitas Sumatera Utara (USU) Medan.

Selanjutnya, dia mengatakan, pembangunan kamar seks itu juga ada di sejumlah lembaga pemasyarakatan (lapas) di Tanah Air, digunakan untuk warga binaan pemasyarakatan (WBP).

"Bahkan hubungan seks yang dilakukan para tahanan itu juga untuk menjaga kesehatan mereka. Ini sangat penting bagi para tahanan yang berada di dalam sel," ujarnya.

Jangan pula, karena warga tersebut ditahan, tidak bisa melakukan hubungan biologis, ini juga menyangkut kemanusian. Dengan adanya kamar khusus tersebut, tentunya juga perlu dibatasi dan pengawasan yang ekstraketat dari petugas.

"Tentunya, para tahanan yang melakukan hubungan biologis itu telah bersuami/istri. Lain dari itu tidak dibenarkan," kata Badaruddin.
